I agree that the meaning of the verse of the Srimad Bhagavatam, 1, 9, 26, Srila Prabhupada says: "Bhīṣmadeva recommended nine qualities that should exhibit all human beings: 1) no angry, 2) not lie, 3) equitably distribute wealth 4) forgive 5) to beget children only legitimate wife of one, 6) being of pure mind and healthy body, 7) not be hostile to anyone, 8) be simple, and 9) keep servants and subordinates. A one can not be called a civilized person, if not acquire the above preliminary qualities.
Srila Prabhupada always said that now there is no genuine religious, they spread false doctrines disguised and hidden from the world pure philosophy of religion, there is no administrators or honest politicians, they are only interested in their party, in power and money, and have no sympathy for others, they are agitators demons, and if anyone afraid of these infernal leaders to take refuge in the process of Krishna consciousness, there is no cow protection, spiritual culture of India there are seven mothers and one of them is the cow, because it provides milk, and the demoniac thanks him and cut off his head, so the only thing there are now people from fourth class, no one can find happiness being run by people of the fourth class, spiritual culture of India is so high that a person is not considered civilized if not abandon illicit sex, gambling, alcohol and drugs and the consumption of meat, fish and eggs.
